Larry,
You couldn't do that and wouldn't want to. It is a bad idea and not really
required. The US does have fast reaction forces and the statute that put
them on the map ( Reagan signed it I think) was pretty specific as to
numbers and capabilities. I visited one of these units in the Florida
panhandle on a job once and they are pretty cool. You just have to see a
solid 105mm field howitzer to believe it.
In any event, there was no shortage of regular Army assets at a high enough
state of readiness.

Those who can actually think will not blame Bush,

Make that; those that can actually think like a mindless Gestapo thug will
not blame Bush. But that's because no matter what happens the end is always
the same; don't blame Bush! In other words, no matter how bad the mistake or
how foolish the decision, if you are one of them, you can never blame Bush
for anything that goes wrong. Say it over and over, it's not Bush's fault,
it's not Bush's fault, it's not Bush's fault. Which means to them that the
way Bush has handled this disaster is excellent. This is a textbook response
to a natural disaster. Bush gets his usual A+ from his supporters. Nothing
he did was anything but perfect and the only problems were due to some
Democrats somewhere. Way to go Bush, another great job! Yeah, right.

So, when will the policy of Bush being accountable for his actions take
effect? Since to Republicans nothing is ever Bush's fault I guess he never
has to account for anything he does. He's like a god to his minions and can
do no wrong. Everything he does is blessed and he never makes a mistake.
Gee, it must be nice to be a Republican and have a deity in office to

Nagin and Ms. Governor would have screamed foul and accused Bush of

And all this because Nagin ordered mandatory evacuation, but failed to

had no vehicle, even though the city had dozens of buses available.

I say it is time to implement the Liberals apparent desired solution:
"nationalize" Louisiana. Just flat take over the state, replace the
various elected officials with appointees made by the left's current
revered strong man (George Bush. According to the left, in addition to
being able to direct weather systems, he can manage New Orleans better than
the current mayor, all while riding a bicycle and playing the accordion.),
and make the sun shine all the time , and cause the buses to run on time,
and the rains to only fall on Mondays.

Interesting, the ones who seem most vocal about having the President
doing the job of local elected officials seems to be of the party out of
power. Think there might be a connection?

Subject: Politics over duty

This is a post from a fellow over in Merritt Is, FL, a reporter who's
been researching what went on before the storm hit:

I think all of Nagin's pomp and posturing is going to bite him hard in
the near future as the lies and distortions of his interviews are coming
to light.

On Friday night before the storm hit Max Mayfield of the National
Hurricane Center took the unprecedented action of calling Nagin and
Blanco personally to plead with them to begin MANDATORY evacuation of NO
and they said they'd take it under consideration. This was after the
NOAA buoy 240 miles south had recorded 68' waves before it was destroyed.

President Bush spent Friday afternoon and evening in meetings with his
advisors and administrators drafting all of the paperwork required for a
state to request federal assistance (and not be in violation of the
Posse Comitatus Act or having to enact the Insurgency Act). Just before
midnight Friday evening the President called Governor Blanco and pleaded
with her to sign the request papers so the federal government and the
military could legally begin mobilization and call up. He was told that
they didn't think it necessary for the federal government to be involved
yet. After the President's final call to the governor she held meetings
with her staff to discuss the political ramifications of bringing
federal forces. It was decided that if they allowed federal assistance
it would make it look as if they had failed so it was agreed upon that
the feds would not be invited in. Saturday before the storm hit the
President again called Blanco and Nagin requesting they please sign the
papers requesting federal assistance, that they declare the state an
emergency area, and begin mandatory evacuation. After a personal plea
from the President Nagin agreed to order an evacuation, but it would not
be a full mandatory evacuation, and the governor still refused to sign
the papers requesting and authorizing federal action. In frustration the
President declared the area a national disaster area before the state of
Louisiana did so he could legally begin some advanced preparations.
Rumor has it that the President's legal advisers were looking into the
ramifications of using the insurgency act to bypass the Constitutional
requirement that a state request federal aid before the federal
government can move into state with troops - but that had not been done
since 1906 and the Constitutionality of it was called into question to
use before the disaster. Throw in that over half the federal aid of the
past decade to NO for levee construction, maintenance, and repair was
diverted to fund a marina and support the gambling ships. Toss in the
investigation that will look into why the emergency preparedness plan
submitted to the federal government for funding and published on the
city's website was never implemented and in fact may have been bogus for
the purpose of gaining additional federal funding as we now learn that
the organizations identified in the plan were never contacted or
coordinating into any planning - though the document implies that they
were. The suffering people of NO need to be asking some hard questions
as do we all, but they better start with why Blanco refused to even sign
the multi-state mutual aid pack activation documents until Wednesday
which further delayed the legal deployment of National Guard from
adjoining states. Or maybe ask why Nagin keeps harping that the
President should have commandeered 500 Greyhound busses to help him when
according to his own emergency plan and documents he claimed to have
over 500 busses at his disposal to use between the local school busses
and the city transportation busses - but he never raised a finger to
prepare them or activate them.

This is a sad time for all of us to see that a major city has all but
been destroyed and thousands of people have died with hundreds of
thousands more suffering, but it's certainly not a time for people to be
pointing fingers and trying to find a bigger dog to blame for local
corruption and incompetence. Pray to God for the survivors that they can
start their lives anew as fast as possible and we learn from all the
mistakes to avoid them in the future.

the near future as the lies and distortions of his interviews are coming

The three dishonest talking points being spread by the GOP are these:

1) The Mayor of New Orleans did not follow the portion of the New
Orleans Comprehensive Emergency Management Plan, which specifies
"Special arrangements will be made to evacuate persons unable to
evacuate themselves."

If this quote is taken in context, it is clear that it is referring to
evacuating people to an emergency shelter within the city, not
evacuating people to points outside the city. The Mayor did implement an
emergency bussing system that evacuated the city's poor and disabled to
the Superdome.

This can be verified by reading the plan at
http://www.cityofno.com/portal.aspx?portal=46&tabid=26

2) The Governor of Louisiana failed to request federal help in a timely
manner.

The Governor requested help on August 28, 2005 as can be easily seen by
viewing her official request at
http://gov.louisiana.gov/Disaster%20...%20Request.pdf

The official White House response to this request is in the press
release at
http://www.whitehouse.gov/news/relea...0050829-2.html

In fact, the President declared a State of Emergency in Louisiana on
August 26, 2005 that technically made the Governor's request
unnecessary. This can be seen from the official White House press
release at
http://www.whitehouse.gov/news/relea...0050827-1.html

3) Federal Agencies were unable to respond in a timely manner because
the Governor did not request their help.

Actually, once the President declared the State of Emergency on August
26, 2005, it triggered something called "An Incident of National
Significance." According to the United States National Response Plan,
this has quite a few consequences, all of which are designed to put the
Federal Government in charge, eliminate delays based on paperwork, and
eliminate any need for local officials to ask for help. Here are some
quotes:

"The President leads the Nation in responding efficiently and ensuring
the necessary resources are applied quickly and effectively to all
Incidents of National Significance."

"Standard procedures regarding requests for assistance may be expedited,
or under extreme circumstances, suspended in the immediate aftermath of
an event of catastrophic magnitude."

The US National Response Plan can be found at
http://www.dhs.gov/dhspublic/interwe...P_FullText.pdf

There is quite a bit more, but those two quotes cover the major
points. By declaring a State of Emergency, the President officially took
charge of the situation, whether he realized it or not. And once it was
clear that Hurricane Katrina was an event of "catastrophic magnitude"
there should have been no need for FEMA, nor any other Federal agencies
to wait until state or local government requested help from them.

This was after the
NOAA buoy 240 miles south had recorded 68' waves before it was destroyed.

helicopters, doctors, hospital beds, food and water. It also can make
its own water, up to 100,000 gallons a day. And it just happened to be
in the Gulf of Mexico when Katrina came roaring ashore. The Bataan
rode
out the storm and then followed it toward shore, awaiting relief
orders. Helicopter pilots flying from its deck were some of the first
to begin plucking stranded New Orleans residents. But now the
Bataan's hospital facilities, including six operating rooms and beds
for 600 patients, are empty." [Chicago Tribune]

retired champ Monica Seles at the Indoor Tennis Club at Grand
Central." [New York Post]

STILL NO COMMAND AND CONTROL ESTABLISHED: Terry Ebbert, New Orleans
Homeland Security Director: "This is a national emergency. This is a
national disgrace. FEMA has been here three days, yet there is no

2PM - MICHAEL BROWN CLAIMS NOT TO HAVE HEARD OF REPORTS OF VIOLENCE:

NEW ORLEANS "DESCEND[S] INTO ANARCHY": "Storm victims were raped
and beaten, fights and fires broke out, corpses lay out in the open,
and rescue helicopters and law enforcement officers were shot at as
flooded-out New Orleans descended into anarchy Thursday. 'This is a
desperate SOS,' the mayor said." [AP]

CONDOLEEZZA RICE GOES SHOE SHOPPING: "Just moments ago at the
Ferragamo on 5th Avenue, Condoleeza Rice was seen spending several
thousands of dollars on some nice, new shoes (we've confirmed this,
so her new heels will surely get coverage from the WaPo's Robin
Givhan). A fellow shopper, unable to fathom the absurdity of Rice's
timing, went up to the Secretary and reportedly shouted, 'How dare
you shop for shoes while thousands are dying and homeless!'"
[Gawker]

said." [Times-Picayune]

LEVEE REPAIR WORK ORCHESTRATED FOR PRESIDENT'S VISIT: Sen. Mary
Landrieu, 9/3: "Touring this critical site yesterday with the
President, I saw what I believed to be a real and significant effort
to
get a handle on a major cause of this catastrophe. Flying over this
critical spot again this morning, less than 24 hours later, it became
apparent that yesterday we witnessed a hastily prepared stage set for
a
Presidential photo opportunity; and the desperately needed resources
we
saw were this morning reduced to a single, lonely piece of
equipment." [Sen. Mary Landrieu]

BUSH USES 50 FIREFIGHTERS AS PROPS IN DISASTER AREA PHOTO-OP: A group
of 1,000 firefighters convened in Atlanta to volunteer with the
Katrina
relief efforts. Of those, "a team of 50 Monday morning quickly was
ushered onto a flight headed for Louisiana. The crew's first
assignment: to stand beside President Bush as he tours devastated
areas." [Salt Lake Tribune; Reuters]

3PM - BUSH "SATISFIED WITH THE RESPONSE": "I am satisfied with
the response. I am not satisfied with all the results." [AP]
Saturday, September 3

SENIOR BUSH ADMINISTRATION OFFICIAL LIES TO WASHINGTON POST, CLAIMS
GOV. BLANCO NEVER DECLARED STATE OF EMERGENCY: The Post reported in
their Sunday edition "As of Saturday, Blanco still had not declared a
state of emergency, the senior Bush official said." They were forced
to issue a correction hours later. [Washington Post, 9/4/05]

9AM - BUSH BLAMES STATE AND LOCAL OFFICIALS: "[T]he magnitude of
responding to a crisis over a disaster area that is larger than the
size of Great Britain has created tremendous problems that have
strained state and local capabilities. The result is that many of our
citizens simply are not getting the help they need." [White House,
9/3/05]

Here is the timeline Rex.
Regardless of fault, the response was a tit's up from start to finish.

various elected officials with appointees made by the left's current
revered strong man (George Bush. According to the left, in addition to
being able to direct weather systems, he can manage New Orleans better than
the current mayor, all while riding a bicycle and playing the accordion.),
and make the sun shine all the time , and cause the buses to run on time,
and the rains to only fall on Mondays.

Could be, but then how come everytime his handlers let him get on
TV he looks like he can barely tie his shoes. "Deer in the headlights"
is the most common description.

It is all part of his scheme. Even the left doesn't believe it, as
they know that President Bush is the most cunning person on the planet,
with powers far beyond those of mortal men.

Do not be fooled by appearances.

Bwahahahahahaha!

According to the radio Bush phoned the governor for 2 days asking him to let
the government to send help. The governor refused help for people standing
on the roof of their houses for 2 days. As I understand it Bush couldn't
send in any help unless the governor asks for it by federal law. This was on
the Lars Larson radio show last week.

Unfortunately..all too true. And she never did let the LA guard be
federalized..which in itself caused huge problems in the chain of
command
