I suppose it's possible;there was a company that had bought mil surplus
Fluke 5200A AC calibrators and was selling them,they had been bought by the
USG and stored in warehouses,unused,new in box.

Now the fact that this 465B is without cabinet makes me wonder.
Every 465B was shipped with a cabinet.
