consider your budget. there's a breaking point at around $200. below
that, shop vacs are loud enough to drive you nuts, and dust collectors
are pretty wimpy.

above $200 you can start finding quiet shop vacs (but they are still
not good for a lot of volume) and you get into the range of decent dust
collectors.

bottom line is, you're really going to want to have both.
