It's a plane with almost no base in front of the blade, and handles
sticking out either side.


That's a spokeshave, but it's intended to be drawn towards you for
forming rounded edges - things like the spokes on old cartwheels, as
the name suggests.


The two thumb fitting depressions near the handles in the frame of
many spokeshaves would suggest that the tool is generally pushed away
from the user. It's most likely that frequent users will use the tool
in both directions. Sometimes for running a chamfer or bevel on a long
or eccentric edge, I use my heavier, metal spokeshaves one handed in a
fanning motion. It's my favourite tool by far. Pity it doesn't reach
inside corners.
