Hmmmm...

I'm assuming you mean armed hitch-hikers, so slimeballs posing as
commuters can't rape, rob, or kidnapp them. And so even real commuters
can't just steal all their gas tickets. And you must also plan on armed
drivers, who'll need to protect themselves from robbers, rapists,
carjackers, etc., standing on the roadside and displaying their stolen
gas tickets as bait.
