Not necessarily. Are you assuming a lightning strike on the rod?
That's what rods are to prevent.
Pretty sure Igor's initial comment was about _during_ a strike, so yes, that's
what I was answering in regards to. If you get a strike on the rod, measuring
that current with a clamp-on ammeter might be hard on the measuring
equipment.
