You can have a anti-flood device on the water inlet pipe, similar to what
they have on washing machines and dishwashers. When the flow is too great
is shuts off. So if your flap does sit well and lost of water of going down
the toilet it will shut off.

See:

part No. 13756

Water block is a flood protection system designed to offer a safety device
against accidental flooding without the need for electricity. Incorporating
a mechanical water meter, it monitors a preset volume of water, when the
preset is exceeded the unit will close off the water supply. The re-set
device is needed to re-set the water block after the unit has been activated
by excess water flow. Fitted with an integral filter system. Can be preset
between 5 and 50 litres/minute WRc and TUV approved.

Burst pressure : 50 bar
Max. working pressure : 10 bar
Max. preset volume : 50 litres/minute
Min. working flow : 1.5 +/- 0.5 litres/minute
Max. water temperature : 70 °C
Life expectancy: 300 000 litres
Threads: 3/4" BSP F x 3/4" BSP M
Worth putting on washing machines and dishwashers.

One small problem with these is that the reset is done by pressing a
plunger that is in the axis of the valve.

This means dismantling the plumbing when it operates......
