"Best Buy" generally means that it is a good value, not that it is
necessarily a good product. Which was the actual highest-rated paint
and how much more did it cost?

CU did tests in 2004. For exterior paints, 3 year test, Glidden took 4 of
the top 6 paints. Top two were brands California (?), and Pratt and Lambert.
In a new test of a great many brands, first year results put Behr Premium
Plus at best quality, not best buy ( it came in first place, regardless of
price.)
For interior paints, also tested last year, Behr is pretty much a sweep. For
flat paints, Behr prem. plus rated no. 1, low lustre as well as flat
category, and Behr rated no. 2 in the semigloss interior category.
We've had good luck, inside and outside, with both benjamin moore, and behr,
but dont go for anything less than the premium plus quality level.
