The problem has turned out to be that the TV needs to have a signal
connected to its antenna input (and maybe TV selected instead of VIDEO
as its input) when doing this Setup. I can understand why it would
need a signal in order to activate the channel scan function, but why
also to choose what mode to use ?

Have you tried it from the remote? I've seen Toshiba TVs where the
front panel menu buttons don't work for all funtions. Some settings
could only be changed from the remote's menu buttons.
