Sounds like a situation I was told about in Wichita when I lived there
in 1980 -82. A couple had a house accross from a T junction and on
numerous occasions had vehicles enter their garden and hit the house.
They eventually put in a raised reinforced flower bed at the front of
the house which stopped the cars. Eventually someone actually committed
suicide by driving into it. Don't know about the legal issues.
