So is President Carter suggesting that the Florida state constitution
needs to be rewritten by the feds? Seriously.
The Secretary of State is an elected position, and elected positions are
are partisan and political. I'm not sure the Governor had much
descretion in the handling of the election -- it was probably an
embarrassing position to be in.
