Default I am being told that vertical radiators are not as efficient for the same volumetric flow as horizontal radiators.

Yes.

Vertical radiators heat the upper layers,


In fact the bulk of the heat added to the room
is by the convection up the front of the radiator.

so you can end up with a layer of cold
air near the floor, which is where you sit...


Only because vertical radiators add less heat to the room.
