In fact most of "NIH" research is done in universities and private
labs. All NIH does is give them grants.
I worked there and the biggest mainframe application was "grants" and
managing the data those researchers collected. It was the largest
computer operation in the region, only really exceeded nationally by a
few banks, airline reservation systems and a federal agency that did
not officially exist out at Ft Meade.
