Quite - what was the wording on the passport? HRH 'demands' something of
foreigners? No wonder our Brexiteers thought 'getting back' sovereignty
would go ever so well. ;-)

At one time a anyone could go anywhere in the world without any
documentation. The first British passports were issued by the King to
warn foreigners that if they interfered with his subjects he would send
a gunboat to sort them out.
