It's not needed any more. You go to the DVLA website to view your
driving record or get a code so, e.g., a car hire company can view it.

Fact: They *never* ask for that in the USA.

Do they not have penalty points for driving violations? Maybe hire
companies just assume you're as bad as can be and charge accordingly.
