That is normal with modern machines. They use so little water, that by
the time the hot water fills the pipework and actually gets to the
machine, there is no advantage to it trying to hot fill. They waste more
hot, than if they cold filled and heated the water themselves.


The main reason is that to remove many common stains a cold wash is
first required in order not to cook them in and make them permanent. The
water is then brought up to temperature if required.
