when I isolate the water in the flat via stopcock in cupboard I dont

Just what's left in the pipework, or gushing out at mains pressure, get
a bucket and few towels and find out of it stops ... if it does you can
cap-off the faulty valve, e.g.

Thanks will give it a go - Currys guys wouldnt touch it today

If the stopcock you are turning off stops both hot and cold then that suggests that it is the €śmain€ť stopcock. If that is the case then if your boiler is mounted high on a wall then very likely your washing machine hot valve is at the lowest point in relation to kitchen or bathroom taps so what is coming out is probably what is left in the pipe work. A couple of buckets should account for that.

On the inlet pipe for the boiler there should be stopcock or isolating valve shutting that will stop any flow in the hot water part of the system but still allow you to have cold water.
