Because its impossible to secure the outer cable to that wide down
tube. Think about it. You'd need very large clips to do it otherwise
it would be flopping around all over the place. And they could/would
rust in any case. The only other solution would be plastic ties which are
obviously unsatisfactory as if they broke it could cause safety issues
if the loose brake cable caught on something. Although plastic ties
on cheap lights are common all that would happen if they broke, would
be that the light falls off. A lesser safety issue if at all.

Very nice scenery BTW. For the first couple of weeks or months
at least. In summer anyway
