Give those receiving the subsidies a year of jobs training
to get their **** together (no money if they don't show or
goof off), then have social services watch them for a
year or so. They mistreat their kinds, throw the full
force of the law at them, including losing their kids
and jail time.

Oh and drag them before a family court. Reveal the
father(s) or go to jail to 30 days repeatedly until
they do.

Once the fathers have been identified (DNA test),
slap the fathers with mandatory child support.
