Here is a list. The Gates have one. Past President Carter has one and

I agree, Carter was a disaster. But I assume his MOF was for his life's
work, not for how his presidency ranked. He's done endless charity work
since leaving office. And while in office he did achieve peace between
Israel and Egypt, no one has been able to do anything even remotely close
to that since.





From the looks of things, many of those are for "participation".

Maybe Rush Limback deserves one for being a radio blowhard.

If you look at the dates of them, it seems that some that should deserve
it for the catagories they are in are way too late.



If Trump wanted to give one to Rush, knowing how divisive it would be,
he should have done it at the WH, not at the SOTU. And worse, that is
exactly why Trump gave it there, because he knows it will rile up the
Democrats and play to his base.
