You do understand the meaning of the word "many", I take it ?
"Many" means more than "a few", and less than "a majority",
"most", or "all".
in relative terms,
as the total sample set is 17 million, even a tiny percentage of that number
would be many people in absolute terms
It's a pointless use of the word (whichever way you are trying to use it)
