Because it makes no sense to try and get across all that
fine detail as PM. Thats what the civil service is there for,
particularly when its so trivial to adjust the date when
someone points out some downside with the initial date.

He has spent years trying to get the job. He should have spent that time
learning everything there is to know about it.

That date stuff is the job of the civil service, not the PM personally.

However, all he does, time and time again, is to prove that he really
isn't competent at anything except promoting Boris.

He did manage to get to be PM, more than you have ever managed.
