No it can not. Its just a file.

I've had similar problems with usb to ide on windows 7, yet it works on
xp. I'm thinking maybe the wrong driver is being used.


There is no driver involved.

Also make sure, if the interface is capable to use one of the usb3 ports
or you will be there for the duration!


That’s not true either. I used it with usb2 for a long time
before usb3 showed up.

Mount it in Linux and hope that can see the drive properly.

You may already have damaged it by trying to allow Win10 to write to it.
A write protect switch is very handy when doing data recovery.
