We have been told that many people voted to leave the EU 'as a protest
vote', not because they *actually* wanted all of us to leave the EU or
support UKIP.

So many people who voted to Leave were protesting about / attacking
about something, those who voted Remain were protecting something.

That something was in a large part the unknown. and not being willing
to gamble our cow for (what are still, 3+ years later) only magic
beans.
