If it is at all possible for you to move into a freestanding house, that is
what I would do.
Everyone I have ever known who lived in CONDO type housing was bothered by
something or other over which they had little or no control.

ceiling of the condo below and my hardwood floors which are covered with
wall-to-wall carpeting.
Crazy idea: Taking up the carpet and putting a layer of Tyvek under the
padding? What do you think?
