With a lot of councils visitors can't park in residents bays even if the
resident lends them a pass as the passes are not transferable.
In Brighton residents can buy visitors' permits allowing use of the
residents bay.
Are we sure Peter was parking in a non-street residents' permit only
bay? (For which such arrangements are commonplace).
