Wifi calling would be ideal, espceailly as FFTC is imminent, but not if
it means a ****ing expsensive phone on a contract. I want a cheap
android and a PAYG SIM.

I got a PAYG Sim from 3 and it works quite well and seamlessly.

Phone is 2nd hand unlocked Iphone but see no reason why it should
not work the same with other makes.
