Whether he would push the button or not is not the issue. It's the fact
that he tells everyone in the world that he won't.

But any enemy has to consider whether he might be bluffing; or
overthrown by a military coup.

Then he should keep his mouth shut and keep the enemy guessing, but
fearing he just might.
