So as you can see, rehabilitation has a very poor success rate. OTOH,
capital punishment is a 100% cure. Never a repeat offender.


But are your prisoners actually getting any rehabilitation?


The US used to have chain-gangs out in the hot sun but the liberal weenies destroyed that rehab program.

They should work to earn money to run the jail.
