Is this story a joke or what?

If he's poor, no. If he's rich, yes. A ROTFL joke.

Eric Bramwell stole the remote from the shared common area at his
apartment complex in Wheaton, in the DuPage County in Illinois.
According to the Chicago Tribune, the stolen television remote was the
last straw as Bramwell was known as a serial thief.
The 35-year-old was found guilty in November after his DNA was found on
a glove that was dropped in the apartment after the theft of the
universal television remote, which was stolen in August 2015.

Go read the court documents, which are public and most likely online,
for the answer. If he steals a television remote in prison he will
probably get an ass whippin'

Bramwell's criminal history made him eligible for Class X sentencing
although HE DID NOT COMMIT ANY Class X crime.

He was just an unarmed burglar. If he was rich, he'd be called a
kleptomaniac and given a prescription.

The following charges are Class X felonies in Illinois:

Aggravated kidnapping, 720 ILCS 5/10-2.
Aggravated battery with a firearm, 720 ILCS 5/12-4.2(a)(1).
Aggravated battery of a child, 720 ILCS 5/12-4.3(a).
Home invasion, 720 ILCS 5/19-6.
Aggravated criminal sexual assault, 720 ILCS 5/12-14.
Predatory criminal sexual assault of a child (over 17 years of
age and victim under 13 years old), 720 ILCS 5/12-14.1(1).
Armed robbery, 720 ILCS 5/18-2.
Aggravated vehicular hijacking, 720 ILCS 5/18-4.
Aggravated arson, 720 ILCS 5/20-1.1.
Possession of a controlled substance with intent to deliver
(such as 15-100 grams or possession with intent to deliver within
1,000 feet of a public park, church, school, or public housing), 720
ILCS 570/401.

Bramwell, 35, will be required to serve at least half of his 22-year
sentence before he becomes eligible for parole.
