What if the public place was established to serve smokers, like a
cigar bar? You have no reason to actually be there but if you did,
nobody is stopping you.


That sounds like a good idea, if:

1. People can come and go at anytime, but in all cases the SMOKE stays
inside the building.

2. The function of this place is obvious (proper warning signs on the
doors?), so no nonsmoker will voluntarily enter.

3. No one is ever required to enter (especially children who may HAVE to
follow their parents).

4. Anything non-tobacco that's available (food, beer, TV, restrooms,
employment, etc...) is available elsewhere NEARBY.

5. The owner of this place is responsible for smoking-related fires.
