From a technical point of view it may well be OK, ie safe.

But not as long as farting around making it look nice and tidy does.

It's possible to tidy this lot up with various gadgets

Complete waste of time and money to do that.

or even by coiling up over long cables and fitting cable ties.

Complete waste of time to do that.

A remote possible danger is cables getting trapped & damaged.

Never happened with any of mine and mine is MUCH worst than that one.
