Ok EXPERT DAVID!This is the model 27GT720 and chassis CTC203AX.RCA made this
TV for GE.If you can prove that you're the real expert I'll give you some
information like all voltages on tuner pins is OK.And for you EXPERT I'll
give you one question how to check AGC is it really works or not.If you now

Dude, checking AGC action is a very basic test, that doesn't need an expert.
If you believe that a description of this proves David is an expert, you know
zip about TVs. Sounds to me like you did some quick net searching to sound
informed, and came up with AGC of all things....

BTW, David is clearly an expert.

Also, there's probably a dozen of us here familiar with the 203 (David
included) that know *exactly* what's wrong with your TV.
