Why are councils re-laying all the cables and replacing all the

They are replacing the cables because LED lamps take less current for a
given light output, so it was necessary to reduce the size of the supply
cables.

It wasn’t necessary to replace the supply cables at all
and he said they replaced the poles too. That certainly
wasn’t necessary when replacing the lamps with LED lamps.
