I was kind of getting to that. Streets - as in an Alley is not
maintained by the city?! I can't think of a reason why the OP should
do something to prevent a problem in the alleyway for his neighbor. If
it is owned / responsibility of the local / city / state agencies?

The OP has ducked and ran away from the thread, so I really don't know
how to answer other than to ask as I did above.
