ID that didn't contain the correct name and address?
If it is picture Id, it would prevent claiming to be a person who is dead or not likely to vote. If the name is not current as in women who have recently married, it would let them vote as who they were before getting married. If the address was wrong, they could vote in the precinct for the address on the ID.
