Old Annie really had a few brain spasms, didn't she.

But Richard, really, truly, do you think the G'ment would rather have
old Richard there, paying his taxes on time, or some evil lawbreaker
that they catch and toss in the clink and than have to pay out good
money to keep him there.

What the Government really wants is a complacent population that keeps
their nose to the grindstone and pays their taxes on time.
