35 gal is correct. 1 cu ft = 7.48 gallons

28x18x16 = 8064 cu in
8064 div by 1728 cu in per cu ft = 4.6 cu ft
4.6 cu ft x 7.48 gal/cu ft = 34.4 gal

13x12x18 = 2808
2808/1728 = 1.625
1.625 x 7.48 = 12.155 gal
