Why would free newserver aioe be on s.e.r "441 banlist" but not a.h.r ?

You will find AIOE.org has extensive "ban lists" across
many a newsgroup and indeed further filtering within
whole groups. Like, try using "Derbyshire" and/or
"Paul Derbyshire" in a Body or Subject of a post directed at
a.f.newsservers.
As per the above known troll s.e.repair was subjected to
major troll/flame crusades back around 2003/4 and is - as
best as I recall - the very first newsgroup Paolo initiated
his Cleanfeed changes on.
You will find all servers have variations on filtering.
Albasani for instance requires a "followup-to" to be set
on cross posts.
Others limit cross posting and some do not allow
X-Header injections.
