Depends how easy it is to ignore the rules. The horse meat thing appears
to me to have happened beacuse no one in the chain was actually checking
that that lump of meat labled "beef" was actually beef.

Only the British adhere to the RULES. The rest of the EU and the rest
of the world just ignore them.

See pig farming... 12 years notice on the ban on sow stalls that came in
on Jan 1st, 17 EU countries are non compliant... Estimated that 40% of
the pig meat produced in the EU is "illegal".
