Of course - anyone can have a bulb fail at any time.

lights, and auto-generate an email or letter to the registered

They shouldn't need to, all new cars have to have a warning when a bulb
fails.
Like most warning lights in cars people ignore them.

Some ****wits deliberately disable them.
