Er? "act" as in "Act of Parliament" - a piece of statute law.
Are you thinking of "Statutory Instruments" - which actually /do/
have the force of law? Or possibly "regulation" - which can have
the force of law if they are made under appropriate Acts or
Statutory Instruments
