I remember a story from Sweden or Norway. They had some sort of a disaster,
and people were at a shelter. There was a big coffee pot, water, and
coffee. But no one would take the initiative to make coffee. They'd let
the pot go dry, and burn, and wait for one of the workers to fill it up
again.
