That's not always true. The managed motorways have demonstrated that you
can keep traffic moving at a slower speed and get farther in a given
time than letting the idiots accelerate and brake hard, repeatedly.
On the M25, the traffic frequently came to a dead stop. Keeping it moving
at a steady speed might well be better. But that can't happen in town.
Traffic lights etc see to that.
