The number of refineries who can refine fuel to meet CA air quality
standards is limited and several of them are just completing "turn
arounds" to adjust refineries and get back on line to produce summer
fuels.

Exactly, you are willing to pay for "special" fuel. You get what you
vote for.

If there was a supply problem your prices would never go down.
