Yes, they can and some are. But personally, I'd much rather
have the meter that bills me for what I actually use and how it
interacts with their system instead of some socialist share
the pain scheme.


My utility has a tiered rate structure that costs me more if I use more.
They also offer time-of-day with a monthly service fee and a rate structure
that won't pay back the service fee.

There's a simple fix, if they'd just do it.

Switch EVERYBODY to TOD metering. Maybe off-peak costs less per
kwh...maybe not.
But ALL juice consumed off peak would be charged at the first tier
rate. That would be subtracted from the total to figure the tiers
on the peak load.

Nobody would pay more under this plan. It should get zero opposition.

After the appropriate honeymoon period, the utility could get back
to
the original plan of raising rates as fast as the utility commission
will permit. And they can skew the TOD rates at will to incentivise
the shifting of load to maximize their profit.

Everybody wins...
