The real problem is the sort of person that would actually sign up
to police the speed limit in their village.

We get lent a speed gun, we use
it and note down the reg number of vehicles going significantly over
the speed limit. Thhe list of them is passed to the police for
action.
I would receive a letter and nothing else. I am scared.
I assume, from your tirade, taht your number has come up on occasions.
I have had speeding convictions. The last one was 10 years ago.
I was also let off with just a warning last year for doing 114mph on the M42
(ie I knew when to say sweet FA to the officer)
