those who have run out their unemployment insurance but are still looking

Yes, it does include those who have exhausted their 99 weeks. Whether those
who are working less than 20 hours/week are included depends on whether
they're INTENTIONALLY doing so, or if they're looking for a full-time job
while working part-time.

fact...has caused at least 10% higher unemployment..and more than
likely...17% or more unemployment.
