Buy a punch or use a milling machine. If the material is soft you can
use a drill-press and a cross vice as well.

If you have a drill press, you can use a Broache to make a square hole.
Might be cheaper than a Punch.

But for this I would use a nibbler, like the one RadioShack sells (or
used to)
