Most..not all..but most states and municipalities have rather stringent
requirements for ID, description of goods etc etc. And they have to be
turned over to local law enforcement each week.

Here in Seattle, second hand stores have to do that for every
thing you buy off the street. And then hold it for a month before you
can put it up for sale.
